Yea, you're going to want to remove as much of the VHB residue as you can. I'm guessing after a couple of days, the VHB tape will leave some residue. If that's the case, just use mineral spirits and heat up the area with a hairdryer. The cleaner you make the area, the better the new tape will take hold. And yes, he means stack two layers of VHB tape ontop of each other. It will make for better contact and will most likely resolve the "sag" issue you have.
