With regards to the switch I think we have to replace the stalk for the light switches. I just hope there is a wiring for the US version.
The stalk changeout will prove hard, if the wiring harness as no provisions for the fog light. I guess one could use the vacant middle center console switch (vacant on the touring model) for activation, but you would have to purchase the appropriate switch.

The 2007 Audi A4 had dual rear fogs right by the brake lights. My 2000 A4 before that one only had a rear fog on the left.
