my rear fog lights dont work!

I always assumed these come on with the lights, or at least when I brake but it seems they dont. They come straight from the factory this way, I havent

I always assumed these come on with the lights, or at least when I brake but it seems they dont. They come straight from the factory this way, I havent installed it on my own or anything. When do these function?
