I was thinking the same thing about the cap, seams like a pretty easy fix without having to cut the existing one out of the rear bumper.
Definitely want to get the JDM fog light hooked up. It looks like all the parts are in the box, from what I could tell, maybe it just needs the switch hooked up in the cabin and a red lens cover. ??? Here is a pic I took of the back of my fog light.
