Yes on the signature, but I'm not 100% sure on the avatar. I would assume so, but i can confirm that with AK.

YES! .gif avatars are allowed for both base and premium members. BUT, premium members can upload a larger size (KB wise) .gif avatar while base members have to find .gifs with smaller file size.
