What is this part!

So going a little fast on the highway the other day

, I felt a shaking and then nothing. I figured something flew off........well i was right. except I cant seem to figure out what this part is called. HEEEEEELLLLLPPPPPP!

The first pic is the drivers side rear fender and the second one is the passenger side rear bumper (where it came off)
