What is this part!

So going a little fast on the highway the other day :driving:, I felt a shaking and then nothing. I figured something flew off........well i was right. except I cant seem to figure out what this part is called. HEEEEEELLLLLPPPPPP!:icon14:
The first pic is the drivers side rear fender and the second one is the passenger side rear bumper (where it came off)
