No... that's the correct position on the '13's. The cap on the radiator is just a sealing cap with no pressure relief spring. That's why the hose coming off the radiator has clamps on it. The "overflow" tank is actually a pressured tank that expands the circulating volume of the cooling system by 2-3 quarts. The pressure relief cap is in the correct position which is on the tank.
