Just connected one of those Bluetooth OBD II dongles and noticed that, even with the accelerator pressed hard down, the sensor value never goes above 95% Is this normal? I

Just connected one of those Bluetooth OBD II dongles and noticed that, even with the accelerator pressed hard down, the sensor value never goes above 95% Is this normal? I know the 0% value can be recalibrated but I can't find any info about calibrating the 100% value.
