rpm does not pass about 4.5~5 when car is at stop.

So.... I dont kno why but, my car doesnt go over 4~5 when im in stop, N or 1st gear with clutch pressed. its pretty cold here temp about 15F.

I dont kno why but, my car doesnt go over 4~5 when im in stop, N or 1st gear with clutch pressed. its pretty cold here temp about 15F. is my car smart enough, saying doing let the clutch go at rpm 7 when its that cold? LOL no problem when the car is in motion, i can hit the gas and goes all the way up to 7. any help?
