So I'm under my car last night and I see this... Has anyone had this ripped out from under thier car? I sure seems like a bonehead place to put

So I'm under my car last night and I see this...

Has anyone had this ripped out from under thier car? I sure seems like a bonehead place to put a connector and wiring. Should be tucked up some way.
