 Tune will fix your loss of Torque. Headers, as I'm assuming you mean shorty, stock replacement headers, will do nothing for you. If you're talking about Long Tube Headers, they'll be replacing your test pipes. And a CAI will help some too, more with HP than TQ, but still help. As previously said, a Tune is your best bet.
