I have asked others that are tuned via speed density and have proper MAP sensors but haven't heard of anyone getting an accurate boost reading from OBDII.

From my experience as an Instrument Tech, that sounds like the sensor is the wrong range (looks like your sensor maxes out at 1 psi) and/or the ECM hasn't been re-scaled (not sure that it can be re-scaled).
