Scratched plastic front of bumper

Someone opened their car door and scraped the side of my bumper on the wheel well. It can not be buffed out. It is small scrape only I can notice.

It can not be buffed out. It is small scrape only I can notice. It scraped off my black paint. The scratch is not deep. What is the best solution. Factory touch up paint? I have calmed my self down so I do not plan to have the front of my car painted. Is there a good technique in applying touch up paint or is a pain pen the way to go.
