I got mine last night, haven't tried it yet, but it does not smell like lacquer to me. It smells like enamel. I bought it for the "system" and to test out how well it works/the lack of blobs because I agree, wetsanding is not the best approach. Bringing just the repair/fill down to the level of the original paint is the better idea.
But you can actually do this with the cheap lacquer stuff, too.
The Duplicolor stuff that is lacquer can be used just like Dr. Colorchip as I described. I would not bother wet sanding the blobs - for exactly the reason you describe. Even 2000 grit scratches in something as hard as car paint can take a lot of work to remove by hand and of course that is by removing more clear coat until the entire finish is as thin as the bottom of the scratch.
Instead, just knock the lacquer down with a cotton ball with a little rubbing alcohol on it. Not too wet, or the paint will turn to water-like consistency. Just barely damp, give it a few little wipes to get it leveled out and then let it dry again.
Once it hardens up fully, give it a light polish with your favorite fine rubbing compound and you will have a pretty nice repair.
