License plate lights always on?

Hi, owner of Canadian model (i.e. with DRL)

Recently I just noticed my front and rear side marker lamps and license plate lamp are always on when driving (it's an 2012 auto) - and it's that way since I bought the car new last year (by old pic of the car).
The combination switch was in Off position; not "Auto". I checked the DRL relay. I tried pulling the battery connector off for a minute hoping to reset the BCM.
I had Morrey Nissan looked at it during the oil change last week, they said it's abnormal but blamed it on my license plate LED. This afternoon I'm going to take my Z in for another check.
But, before I wasting another one or two hours with them, can you guys confirm that those lamps are supposed to be off during driving?
