In your vehicle's case, the coating also covers some of the conduits, which causes me to lean toward the second option. If the GTA winter roads are as salty as they are reputed to be, this coating is probably a very good thing to have on a vehicle and that's why the dealer decided to apply it as a preventative measure. So good for you.
