This process is specifically designed to heat up the brakes and transfer an even layer of fresh pad material to the surface of the rotor. If you come to a full stop during this process, the hot pads are going to deposit a bunch of pad material in one spot causing the pad layer on the rotor to be uneven. This result is commonly referred to as "warped rotors" (because the rotors themselves very rarely actually warp), but the bedding process will exacerbate this effect because your brakes will be extremely hot and deposit a lot of pad material.

So when you do your 60mph braking runs you want to make sure that you brake hard until no less than 5 mph, and then you let off the brakes so they can cool down before another run.
