It's the bottom and the ring is only a locking ring. The top will lower it but you'll lose your spring tension on the spring so don't touch that. You have to remove the lower mount from and car and spin that up to lower it. That means the whole front end needs off the ground, the front sway needs taken off the end links, the lower mount bolt needs removed, then if you have enough room start spinning it up. Its a PITA because you have to do both sides equally which takes multiple try's of putting it back together then taking it back apart, then everything needs tightened with the car on the ground. Can you figure how to put the car on the ground and tighten everything?? Because you can't do it with the wheels on. Take it some where!

you actually dont have to take off the whole bottom piece. all you have to do is loosen the bottom ring to desire amount, then use spanner wrench turn clockwise on the top ring. once you start turning clockwise the shock will start going down not the spring. hope that make sense
