Car stutters braking at high speeds

Yep. Take off the rotors, take them to the auto parts store and have them turned. Take them home, put them back on and go bed the brakes in again. And stop holding down the brake pedal at red lights.

Won't using the handbrake when brakes get toasty result in shoe deposits on the rear parking brake drums and potential handbrake sticking?

The parking brake is a separate system - a drum brake on the back of the rear rotor assembly. I guess it's possible to get the whole assembly hot enough to affect the parking brake, but not likely with a DD.

If you are using the parking brake to slow down, you could get deposits.
