Uneven rear tire wear

I have more wear on the OUTSIDE of the tire (opposite of what should be happening). It's puzzling to me because I have installed 15mm rear wheel spacers so that

It's puzzling to me because I have installed 15mm rear wheel spacers so that should add more negative camber and it certainly looks like there is more negative camber. The toe must be the issue.
