Yes the steering will be fairly light as there is no resistance. You get the same thing if you just jack the front of the car in the air. You have even less resistance as the steering rack isn't even attached to anything on that side.
I guess I would go try replace the inner tie rod first, it is about $80. Your sway bar looks okay actually, just looks like the end link broke.
