I belive you should have 2 collars. The one beneath the spring is not touched. The collar farther down you loosen then move upward then you twist the shocks until

The collar farther down you loosen then move upward then you twist the shocks until you close the gap you just created. Then with the wrench you lock the collar. You will see an instant drop.
