Default Extra bolt on front wheels of a 2015 370Z

I am trying to put some Work wheels on my car and I ran into a stud with a bolt into it. It is not part of the lug nuts. It is between the lug nuts and it does not allow mounting the wheels. What is this and can it be taken off without safety problems. The wheels will not fit with it on there. It is only on the front wheels.

Take it out. It's there to make sure you don't put the rears on the front.

That bolt you can remove it. Its only function is for you not to put the rear tires on the front axle.

You can remove it. It is there to prevent idiots from putting the rear wheels on the front. It can also help remove rusted rotors - unscrew the bolt to remove the sleeve and then screw the bolt back until the rotor pops off.
