You can use the un-centered washers and bolts to change the alignment because the stock arms are not adjustable. Since you change the arms to adjustable ones, you can use the eccentric lock out kit to get rid of that.

Since you replaced (are replacing) the 'essentially non-adjustable' stock arms with the adjustable SPLs there is no longer any need for a 'second' camber adjustment point.
