There is no reason why a properly designed camera would "burn out" as you put it, if constantly connected to power. If it's no longer turning on and you don't get any picture, most likely what happened is one or more capacitors blew on the camera's power supply, which means it's very cheaply made. If you were adventurous you could take the camera apart and just replace the caps and it should boot up good as new, otherwise you might as well just buy a new one since they're apparently cheap.
As one final test before you chuck it, use a multimeter between the camera's power and gnd connection and make sure there is voltage getting to the camera. If not it could just be a loose/open connection somewhere.
