Can't speak for Virgina but in Cali the reason the state requires front license plates is because of traffic cams. They can't (read: have a lower chance to) catch you

Can't speak for Virgina but in Cali the reason the state requires front license plates is because of traffic cams. They can't (read: have a lower chance to) catch you if you don't have a front license plate.
