Different Size Tires

I got new tires for the rear and I have 18's and I got 245/40/18 and stock is 245/45/18 now when i am doing highway speeds 70+. I feel like

I feel like the car if flighty in the front when i change lanes abruptly, meaning the car feels loose in the front and swerves side to side. do you think it is because I am running lower tires than spec?
