trying to decide on wheel sizes

Apologies for my ignorance, but when you say a tire is "stretched" what does that mean exactly? I know that a "fat" tire is when the tire is bulging out

I know that a "fat" tire is when the tire is bulging out of the rim sidewalls. Is "stretched" the opposite?
