They can be touched up while still on the car if you can find someone who knows what they are doing. I had it done on one of my sport wheels over a year ago for about $50 and the spot is still hard to notice although I could touch it up again.
Over time the hyper silver on my wheels has chipped here and there so I'll probably just get em powder coated again which I got quoted for ~$100 a wheel.
