Tires are fine, the only question I would ask is what offset are you going for with the wheels? That may be why they rejected them, but that size wheel/tire

Tires are fine, the only question I would ask is what offset are you going for with the wheels? That may be why they rejected them, but that size wheel/tire combo is perfect and just depends on the offset.
Edit: You added the offsets, and those look fine, you could even go a little more (22 fronts and 12 rear).
