I had a similar issue when I changed wheels. It was corrosion on the hubs from water getting between the hub and the spacers I had on with the Rays.

I had a similar issue when I changed wheels. It was corrosion on the hubs from water getting between the hub and the spacers I had on with the Rays. I used a razor blade and scotch brite to clean it off the hubs and new wheels. All's good after that. Hopefully yours will be an easy fix too.
