To be honest, I changed mine before and after, but my tuner spent most of a weekend dialing mine in. You should be ok changing before and going back to your normal interval provided you're using a good quality oil. Plugs would be dependent on mileage. If you don't have maintenance records from the previous owner having changed them at any point, throw a new set in.
