The engine will try to his Stoich as quick as possible, the problem I faced was it was almost all the time in Stoich and just would not react as quick as you need.
My OBDLink MX+ gives me about 43-45 PID/second, which is VERY good.
If you want the fastest OBD speed, get an OBDLink SX (USB scanner) and with an "on the go" (OTG) cable on my 4 year old Android tablet, OBDLink shows 160-180 PID/sec.

Using the SX cable on Windows gave about 64 PIDs/second, which is also very good.... but a little hard to drive with a PC on your lap
