By my calculations (assuming I got this right!) this means that compared to the 19" 370Z wheels they will be:

F: 28mm extended
R: 14mm extended

Wouldn't the fronts be better if they had a +35 offset so they are 18mm extended to bring them closer to the 14mm at the rear?

Yes they do extend out differently, but 9.5 +25 is the best fitment for the front. the rear would be not as sunk if the offset was about 10-15mm lower.
