How to change thread title?

I can't find any way to change the title of my thread to indicate the issue it addressed is resolved. When I change it in the edit app it shows

Default How to change thread title?

I can't find any way to change the title of my thread to indicate the issue it addressed is resolved. When I change it in the edit app it shows up when I open the thread but when I go back to the main listing of threads it still has the same title without the edit.

I know I've seen threads with *Updated* and *Resolved* added to the title but I can't find where to do it. Is this a administrator only feature of am I missing it?
