Usually its just a quick visual inspection of smog equipment; however, if they have something to suspect, they'll do a quick sniffer test right there. What they'll do is attach this probe to the end of your exhaust and hold your car idle above 3K and evaluate the emissions.

I wouldn't be too worried if you had high flow cats; since technically they are still functional Catalytic converters. If you have test pipes, after market turbo kit, or have a lot of exterior modification I would be weary.
What is Legal for Sale by January 1, 2009?
Only aftermarket catalytic converters that meet the new regulations can be sold and installed on appropriate vehicles in California. Previously exempted OBD II catalytic converters not sold and installed by the above date must be returned to manufacturers for compliant label and warranty card.
List Updated: 6/9/10 (The list will be updated on a regular basis as new or update exemption applications are received).
For further information, please call: 1-800-242-4450

Here is the list of cats that are okay. Sorry boys but none of the ones we have on our rides are on this list: http://www.arb.ca.gov/msprog/aftermk...xemptcat09.pdf
