I'm sure you could do it that way, but this applies a good amount of pressure on the lip, it does not move whatsoever. I'm not sure what the wind load is on it either, but after having a stillen...

I used a riv-nut tool, looks like a rivet gun you thread the crush bolts to. I used two per side, 4 total. And I left out the small triangle block.

Two per side, same with the side blades. Drilled holes in the lip first, then held against the bumper and marked the bumper to drill. Mine fits flush this way.
