saline solutions range from 1.00g/ml (pure fresh water) to in the 1.02-1.03g/ml range (seawater). I don't know what the salinity of breast implants is, but it's almost defenitely between those two.

So, as far as I can tell from 10 minutes of research, most fake boobs are slightly denser than real boobs, and probably float a touch lower in the water. Newer, better silicone boobs (yes, they're back to silicone, because ti's supposed to look, feel, and move more naturally, and it turns out that the implant companies were right all along and it won't kill you if it leaks out) are probably very very close in density to real ones, and thus probably float right about the same.
