I have spotted the same car going SB on 280 from hayward to Fremont Wednesday bout 9pm, it was dark, so I tried to wave. Red handles, red pinstripe on the rear(reflective) and blue license plate bulbs. Very interesting setup indeed! In the night, I almost confused it for a police flashing people down on the freeway....haha!
