Advice on mods on my Z? Moving to Renton/Seattle soon

Here's some of my experiences so far,

I've got a 09 base w/ sport package, everything is stock besides Stillen Gen 3 and Stillen CBE. I've never received any complaints about my exhaust, but my neighbors are pretty chill. It does get really loud in the morning though.

I also have a few friends, some with WRX's, one with an Evo, another with a 240 and their exhausts are fairly loud, especially the Evo, and none of them have ever gotten into any trouble with police for their exhausts.

I'm also not sure about what you'll have to do with registration, but I've had my 370 for about 7 months now and have been driving it around pretty frequently with no front plate. The guy I bought it from had it like this for 3 years and said he's never had any problems with no front plate either.
