Illegal in NY?

The main thing with test pipes is the cel light I doubt you would even get a ticket for having a set I would get them and not worry.Like other people have said cops do not look under your car there is a big difference in sound from HFC and non res TP.

I have ran test pipes on both of the Z's I have owned

If raspiness and crap sound is a concern, get Motordyne's ART Pipes. I had them on my 350Z and they were sublime, and provided notably better power than HFCs and TP.

as to the question of legality though, they are federally illegal in all states, only for off road use. Enforcement is a different story though.

It's a $10,000 fine to remove your cats. Test pipes are for "offroad" use only. HFCs provide almost the same performance (as noted above 1-3hp less) and then you don't have to worry about issues with cops or the feds.
