Hey guys, need some adviceo on what to offer for this car. 2012 PW base with sport package. 1700 miles in manual. They're asking $31,900. I feel like a new

They're asking $31,900. I feel like a new one would be around 32-33k (Am I correct in this) so I'm thinking around $30,000-30,700? Thoughts?
