Im new to all this and im trying to score the 40th myself. How do you get to use someone elses VPP if not a spouse..is there a way around

Im new to all this and im trying to score the 40th myself. How do you get to use someone elses VPP if not a spouse..is there a way around it if you are not in the VPP program. Again I am a noob to all of this so pls bear with me.
