does nissan have a way of deciding what dealers get theres first? based on 08 Z sales or something? the dealers near me are saying they are getting them anywhere

does nissan have a way of deciding what dealers get theres first? based on 08 Z sales or something? the dealers near me are saying they are getting them anywhere from late jan-early spring.
