Road debris must have caused the damage. Sh!t happens and there's nothing you can do about it......unless you put clear bra on.

-Get a fine sand paper and grind the rough edges to get it flush with the bumper
-Apply touch up paint
-Let it dry and apply more paint until it fills up the crevasse
-Sand the entire painted area to get it smooth and flush with the bumper
-Polish

The result can be quite impressive if you do it correctly. People won't notice it unless they squat and directly look at the damaged area within 3 feet.
