Yes you are OCD. No need to fill completely with oil because you are going to spill alot of it as soon as you tip it to install. Fill about one third or no more than half so that you don't spill while installing. This way you get some oil in the filter and also pre-soaking the filtering media. Make sure to put a slight film of oil on the gasket too.

undoubtly you haven't tried it-fill 1-2 hours prior to oil change/ you'll be amazed how little drips when you install....less than a teaspoon.
