Default Trouble fitting forgestar wheels

I tried to fit my new forgestar f14 wheels in the front but they're not going on because of the bolt on the rotors. What is does this bolt do and can I take this off so I can fit my new wheels?

Oh silly noob...

Remove bolt from rotor with appropriate wrench.

Install wheels.

Torque lugs.

Enjoy.
