ARCO and some other stations in California (and maybe elsewhere, too) price their gas somewhat below the general market price but charge a small fee on credit/debit card transaction to encourage the use of cash. If you're filling up a nearly empty tank (which is the only time I use ARCO) then you still get a price break relative to other stations even after amortizing the $0.45 fee on a "per gallon" basis.
