is there anyway to make it less bright?

You could try installing a resistor in series to lower the light output.

U should wire it up so it lights on @ 7500RPM!

As regular fog light that's on all the time it looks strange, fog lights should be on the front of the car

Fog lights are as important up front as they are in the rear.
